South America, 1960. A lonely and grumpy Holocaust survivor convinces himself that his new neighbor is none other than Adolf Hitler. A psychotic man opens fire in a diner, murdering numerous people before killing himself. The survivors struggle in different ways following this horrendous event: a doctor doubts his own instincts and elects to use an experimental medical procedure on his wife, while a gambler believes he's on a lucky streak. A waitress begins engaging in promiscuous sex, and a young girl whose father is among the dead gains unexpected fame.

Police Inspector Renko tries to solve the case of three bodies found in Moscow's Gorky Park but finds his attempts to solve the crime impeded by his superiors. Working on his own, Renko seeks out more information and stumbles across a conspiracy involving the highest levels of the government.
